On August 31, the 11th National Congress of Returned Overseas Chinese and TheirRelatives opened at the Great Hall of the People in Beijing, with Chinese national leaders in attendance to congratulate the delegates. A series of award decisions were announced at the meeting, including decisions on awarding:
outstanding overseas Chinese, advanced returned overseas Chinese and relatives of returned overseas Chinese by the All-China Federation of Returned Overseas Chinese (ACFROC), and the Overseas Chinese Affairs Office of the State Council
advanced collectives and workers in departments related to affairs of overseas Chinese by the Ministry of Human Resources and Social Security and the ACFRO
advanced organizations and individuals in departments related to affairs of overseas Chinese by the ACFROC
Awards were presented to winners at the meeting. Prof. Shuit-Tong Lee, a member of the Chinese Academy of Sciences (CAS), was honored as an "Outstanding Figure in the Overseas Chinese Community".

The "Outstanding Figure in the Overseas Chinese Community" is selected once every five years, with only ten recipients each time. This award recognizes Prof. Lee's exceptional contributions to China's high-quality development through his work in education, scientific innovation, social service, and international cooperation as well as cooperation with Hong Kong, Macao, and Taiwan.
